What is TELEGNOUS?
TELEGNOUS is the agency established by the mobile electronic communications service providers (mobile communications companies) that are currently operating in the Greek market, whose purpose is to set up and operate a common database with the economic behavioral data of subscribers-customers (natural or legal persons) of mobile communications companies. The data will be sourced from and addressed exclusively to the mobile communications companies that participate at any time in the Agency.
The TELEGNOUS inclusion criteria are:
- A debt equal to or greater than two hundred (200) EUR, which is past due for more than ninety (90) days.
- An overdue debt from not paying any bills and a disconnection or transfer to another network using portability.
Mobile communications companies will consult TELEGNOUS prior to entering into a contract with a new customer, in the context of the pre-contractual credit check. The only information they will be able to draw is whether the subscriber is registered with TELEGNOUS or not and if so, in which of the two categories mentioned above.
Important notice 1: The procedures described below will be applicable from the date on which the database becomes operational.
Important notice 2: An overdue debt is a debt which remains outstanding thirty (30) days after the issue date of the bill that is indicated therein.
What information does TELEGNOUS hold on me?
If a customer of one of the mobile communications companies, among those that will participate at any time in the Agency, be it an active or deactivated mobile subscriber, has debts that fall into one of the two categories mentioned above (cf. Q. 1), and has not entered into a debt settlement arrangement, the company, after notifying said customer, will forward his or her data to TELEGNOUS, data which are limited exclusively to the customer's Tax Identification Number (or Police Identity Card No. for nationals) or passport number/other official identity document and issuing country (for foreigners), name/surname and category of economic behavior ("a" or "b").
Are all subscribers of all networks registered with TELEGNOUS, regardless of their economic behavior?
The database maintained by TELEGNOUS contains only the data of those subscribers whose debts to a mobile communications company fall into one of the two categories mentioned in Q.1. and who have entered into a debt settlement or repayment arrangement.
How can I find out if my data has been entered in the TELEGNOUS database?
Subscribers who meet the inclusion criteria (cf. Q. 1) will be notified in a timely manner by their provider (i.e. via a bill or letter and/or text message) regarding the possibility of transmitting their data to TELEGNOUS, on which occasion they shall be given a reasonable period of grace to settle their debts. In any case, if you have received no such notification but consider that you may have debts with a mobile communications company that fall into one of the two categories referred to in Q. 1, you may visit our "Services" page and follow the instructions on submitting a request for information to TELEGNOUS.
If I have simply delayed a payment in the past (which I eventually paid), will my information be stored on the database that is operated by TELEGNOUS?
If you have paid off your debt, the mobile communications company is obliged to remove your data from the TELEGNOUS database, provided they had been transmitted to it in the first place. In any event, you may visit our "Services" page and follow the instructions for submitting a question to TELEGNOUS.
How do I find out which mobile communications company has requested information about me?
You can find this out by completing the relevant application. This application, together with a description of the procedure to follow, is available on our "Services" page.
Is my company obliged to notify me about the information stored in your database?
Mobile communications companies are required to inform their entire customer base of contract mobile subscribers about the operation and purpose of the TELEGNOUS database. Furthermore, they must inform their subscribers individually if they meet the criteria for inclusion in the TELEGNOUS database about their imminent inclusion, providing them with a reasonable amount of time to settle their debts (cf. also Q. 4.).
How can my information be deleted from the economic behavior database operated by TELEGNOUS?
Once you have settled your overdue debt with the respective mobile communications company, the company will immediately delete the respective entry from the TELEGNOUS database.
Is it possible for my data to not be transmitted from TELEGNOUS to the mobile communications companies?
Yes, this is possible if your data is already stored in the database and you submit an application for the non-transmission of your data to TELEGNOUS. In this case, should any other mobile communications company request your data from the TELEGNOUS database, TELEGNOUS will inform the company that you do not wish your data to be transmitted. In how many days will TELEGNOUS respond to my request?
Applications are processed within fifteen (15 days) from the date of registration.
